How many toilets does OSHA require on a construction site?
OSHA 29 CFR 1926.51(c) Table D-1 requires one toilet for 20 or fewer workers, one toilet seat and one urinal per 40 workers from 20 to 199 workers, and one seat and one urinal per 50 workers at 200 or more. A PolyJohn PJN3 counts as one seat plus one urinal. Hand-washing facilities are required separately under 1926.51(f).
| Workers on site | OSHA minimum (Table D-1) | Our recommendation |
|---|---|---|
| 1–10 | 1 toilet | 1 PJN3, weekly service |
| 11–20 | 1 toilet | 1 PJN3, twice-weekly service in summer |
| 21–40 | 1 seat + 1 urinal | 2 PJN3 (one per 20), weekly service |
| 41–80 | 2 seats + 2 urinals | 3–4 PJN3 + 1 Bravo hand wash station |
| 81–120 | 3 seats + 3 urinals | 5–6 PJN3 + 1 Bravo, twice-weekly |
| 200+ | 1 seat + 1 urinal per 50 | 1 per 25 workers + 1 Bravo per 10 units |
The left column is the law. The right column is what we have found keeps a Lehigh Valley crew from losing time walking to a convenience store. Confirm your contract's own requirement with your safety officer; some general contractors on the Martin Tower and Wind Creek projects wrote one unit per 15 workers into their site plans. What does a 28-day construction porta potty rental include?
A 28-day construction rental in Bethlehem includes one PolyJohn PJN3 standard unit, delivery and pickup within 15 miles, weekly service (pump, pressure wash, restock two tissue rolls and sanitizer, deodorizer), a service log in the unit, and automatic renewal every 28 days until you request pickup. The first cycle is $185 plus a one-time $65 delivery and pickup fee; renewals are $165. PA sales tax is 6%.
Add-ons that contractors actually use: twice-weekly service ($45 per unit per week), a hasp and padlock (free), a Bravo hand wash station ($85 per cycle), a deluxe flushing unit by the office trailer ($265 per cycle), and winter antifreeze service December through February (included).
How does weekly jobsite servicing work in the Lehigh Valley?
Each 28-day unit is on a fixed route day. The driver pumps the 60-gallon tank, pressure-washes the bowl, walls and floor, wipes the seat and urinal, restocks two tissue rolls and the sanitizer, drops a deodorizer charge, checks the latch and vent, and signs the log card inside the door. A service stop takes about eight minutes. Twice-weekly service is recommended above 10 workers per unit.

Waste is hauled to a permitted treatment plant under 25 Pa. Code §71.63. Our truck carries the PA DEP transporter number on both sides, which inspectors sometimes ask to see.
Where should the porta potty go on a jobsite?
Place the unit on firm, level ground within 25 feet of where a 26,000-pound service truck can park, outside the swing of cranes and the path of deliveries, with the door facing away from the street and the prevailing west wind. Keep it at least 10 feet from a fire hydrant and off the public sidewalk unless you hold a City of Bethlehem right-of-way permit.
Bethlehem specifics. Streets in the Central Bethlehem Historic District and the South Side are narrow; our truck needs 12 feet of width and 13 feet of overhead clearance. Street or sidewalk placement needs the Engineering Bureau permit ($50, apply 24 hours to 30 days ahead, $1M liability insurance naming the City; openings barred December 1 to March 1). Form: Engineering Permit Application, Engineering Bureau 610-865-7063.
Construction site toilets: questions before you book
How many porta potties do I need for a construction crew of 30?
One toilet seat and one urinal per 40 workers once you pass 20 workers, so a crew of 30 needs one unit by the OSHA table. Each PolyJohn PJN3 has one seat and one urinal. We recommend two units for a crew of 30 on 10-hour days so the tank stays under half full between weekly services.
Does the monthly price cover a calendar month or 28 days?
Every cycle is 28 days from the delivery date, not a calendar month. The first cycle is $185 per standard unit plus a one-time $65 delivery and pickup fee. Each renewal is $165. You can call for pickup any day and billing stops the day we pick up; we do not prorate a partial cycle.
Will you automatically pick up the unit at the end of the job?
No. We keep servicing and billing every 28 days until you call, text or email for pickup. We do this so a crew that runs two weeks over is never left without a toilet. Request pickup by 3 PM and we remove the unit within two business days.
Can you service the unit on a specific day because the gate is locked?
Tell us the gate code, the superintendent's number, or the day the site is open and we put it on that route. Our Bethlehem routes run Monday (South Side and Lower Saucon), Tuesday (Bethlehem Township and Easton), Wednesday (Allentown), Thursday (North Side and Nazareth) and Friday (Poconos, Bucks and long routes).
What if my site has no truck access to where the crew works?
We place the unit at the closest point our truck can reach with a 25-foot hose, then your crew can slide it on the skid base to the work area if it stays on firm ground. OSHA's 1926.51(c) exemption for mobile crews applies only when transportation to a nearby toilet is readily available, so a unit on site is still the simplest way to comply.
Do you deliver to a new home build before the driveway is in?
Builders in Bethlehem Township, Lower Saucon and Forks Township usually have the unit set on the stone construction entrance on day one, before footings. We move it to the garage slab later at no charge during a scheduled service visit.
Do I need a permit to put a porta potty on a Bethlehem jobsite?
Not on private property. If the unit must sit on the street or sidewalk, the City of Bethlehem Engineering Bureau permit for containers in the right-of-way applies ($50, $1,000,000 liability insurance naming the City, no right-of-way openings December 1 to March 1). Pennsylvania's 25 Pa. Code §73.64 lets local agencies exempt temporary construction toilets from on-lot sewage permits, which the Bethlehem Health Bureau does.
How fast can you get a toilet to a site that failed inspection?
Same day in the Lehigh Valley when you call before noon, Monday through Saturday. After noon we check the route trucks; if one is within 20 minutes we still come that day. Keep the inspector's citation handy and we note the delivery time on your receipt.
